Philbert Rugamba

Environmental and climate resilience specialist advancing sustainable aviation and carbon market readiness in Africa. Philbert leads Rwanda Civil Aviation Authority’s environmental programs, supporting the implementation of ICAO’s Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), sustainable aviation fuel (SAF) initiatives, environmental impact assessments, and aviation decarbonization strategies. With experience spanning aviation environmental governance, watershed restoration, climate-smart agriculture, and ecosystem resilience through the Rwanda Water Resources Board and the World Agroforestry Centre (ICRAF), he carries expertise in climate resilience strategies, environmental policy, stakeholder engagement, sustainable land management, and evidence-based climate action. He holds a Bachelor’s degree in Environmental Science for Sustainable Energy and Technology from Avans University of Applied Sciences (Netherlands) and has completed professional training in climate science, ESG and sustainable finance, renewable energy, and airport facilitation.
