Ousmane Fall Sarr

Currently CEO & Founder of the African Resilience Company (ARC) – Holding, Mr. SARR is an expert in Energy – Environment and Climate Finance, with more than 25 years of experience in the energy and climate sector in Senegal, West Africa, Africa and internationally.
He has worked extensively on different frameworks of Public-Private Partnerships to support public and private structures in the execution of renewable energy and rural electrification projects. He has a strong background in the operationalization of public policies and programs involving the private sector in the financing and implementation of energy projects and programs.
As Director of Studies and Planning of the Senegalese Agency for Rural Electrification (ASER), he has contributed significantly to the mobilization of carbon financing for renewable energy projects aimed at improving rural populations’ access to electricity and has a high level of expertise on Carbon Markets mechanisms, Climate Finance, and extensive international relations.
He has practical knowledge on carbon credit methodology and project development under the Kyoto Protocol, the Paris Agreement, and the voluntary carbon market.
As President of the National Committee on Climate Change of Senegal (COMNACC) from 2011 to 2020, Mr. SARR regularly accompanied the Senegal Ministry in charge of Environment and Sustainable Development in the negotiations during the COPs and ensured the technical coordination of the process of formulation and validation of Senegal’s first NDC, and its National Communication under the UNFCCC.
Furthermore, as President of Senegal’s COMNACC, Mr SARR also coordinated from 2018 to 2020 the national consultation and opportunity study process of identification and selection of a carbon pricing system for Senegal, thanks to the support of the UNFCCC’s CIACA initiative. Aware of the future challenges of carbon markets mechanisms in the implementation of the Paris Agreement with Article 6 and the difficulties encountered by African countries under the era of the Kyoto Protocol with the CDM, Mr. SARR initiated in 2016, on the sidelines of the COP 22 in Marrakech, the creation of the West African Alliance on Carbon Markets and Climate Finance. Since its creation, this Alliance has brought together all 16 West African states and is actively working to strengthen the capacities of its members, the private sector and communities. For this reason, the West African Carbon Markets Hub was launched in September 2023 in Abidjan by the Alliance.
Mr. SARR also supports Senegal in the development of bilateral partnerships with countries or institutions interested in the transfer of mitigation outcomes (ITMO) within the framework of Article 6.2 of the Paris Agreement (Switzerland, Japan, Norway, Singapore, etc.).
He chaired the Technical Committee that coordinated the development of the national green growth strategy for the energy sector in Senegal, with the support of GGGI and has actively contributed to the establishment of Senegal’s Article 6 regulatory frameworks.
Since joining the ICVCM Expert Panel in 2022, Mr. SARR has helped develop a global framework to assess the quality and environmental integrity of standards, methodologies, and projects in both compliance and voluntary carbon markets.
Mr. SARR has also recently joined as a member, the advisory body called the “International Advisory Panel for Carbon Credits (IAPCC)” set up by the Government of Singapore, to assist it in the development of a national and international carbon market guaranteeing the quality of the credits used and the environmental integrity of the system.
